NADRA Launches New Rules to Drive Pakistan’s Digital Future

KARACHI — The National Database and Registration Authority (NADRA) has rolled out two key regulatory frameworks aimed at advancing Pakistan’s journey toward a fully digital economy, in alignment with the government’s “Digital Pakistan” vision.

Working jointly with the Ministry of Information Technology and Telecommunications (MoITT), NADRA has introduced the Digital Identity Regulations 2025 and the National Data Exchange Layer (NDEL) Regulations 2025, both approved by the Ministry of Law and Justice.

Under the Digital Identity Regulations, NADRA will develop and operate a secure national digital identity ecosystem. The system will allow citizens to verify their identity through biometric authentication and digital credentials, giving them easy and secure access to online services offered by both public and private sectors.

Meanwhile, the NDEL Regulations provide a unified and secure framework for digital data sharing between government institutions and authorised private organisations, ensuring interoperability, transparency, and data protection.

According to NADRA, these measures will serve as the foundation of a trusted digital environment that promotes efficient service delivery, strengthens the digital economy, and builds public confidence in technology-driven governance.

The initiatives are part of the Digital Economy Enhancement Project (DEEP) — supported by the World Bank — designed to speed up Pakistan’s economic digitalisation and improve governance through technology.
